Minato: Ports and Harbor
The Japanese word minato describes both “port” and “harbor”. A kowan or port is a facility that facilitates transportation and falls under the jurisdiction of the Ministry of Land, Infrastructure and Transport. A gyoko or harbor is the center of fisheries and falls under the jurisdiction of the Ministry of Agriculture, Forestry and Fisheries.
